Volunteers combing through debris piles from the devastating Central Texas flooding had to sniff out decaying bodies in the “chaotic” initial days of the search-and-rescue efforts.

At least 119 people have been found dead in nearly a week since heavy rainfall overwhelmed the river and flowed through homes and youth camps in the early morning hours of July 4. Ninety-five of those killed were in the hardest-hit county in central Texas, Kerr County, where the toll includes at least three dozen children.

KERRVILLE, Texas (AP) — Over the last decade, an array of Texas state and local agencies missed opportunities to fund a flood warning system intended to avert a disaster like the one that killed dozens of young campers and scores of others in Kerr County on the Fourth of July.

Animal rescue groups have found hundreds of pets in areas ravaged by flooding near the banks of the Guadalupe River last week. Animal shelters have filled with dogs and cats waiting to be reunited with their owners.

Before hundreds of first responders and volunteers from around the country came to help, it was the local residents of Texas Hill Country who faced down a deadly wall of water along the Gaudalope River and witnessed terrifying scenes.

Despite officials urging civilians to stay away, volunteers have joined the search for missing people and the cleanup on the Guadalupe River.

Rain rushing to the Guadalupe took it from a depth of less than 8 feet to 37.5 feet, a deluge with as much volume as an aircraft carrier over five minutes.
