Leaders of advocacy groups said HPD's cooperation with Immigration and Customs Enforcement has led to family separations and increased deportations.
Dozens of Houston residents signed up to speak before the city council Tuesday against what they described as HPD’s collaboration with ICE. According to ICE, the agency arrested about 1,300 people in the Houston area in June.
